Shakira began planning to new music in 2011; work continued into 2012, at which time she left her previous label Epic Records and joined RCA Records. The song was as the lead single of the album on January 13, 2014 through RCA Records and Sony Latin Iberia. A solo Spanish-language version of the song, entitled "Nunca Me Acuerdo de Olvidarte", was on January 21, 2014.

It was written by Steve Mac and Ina Wroldsen, while production was handled by Mac and Shakira. The song was released as the second single from the album on February 24, 2014. "Empire" is a downtempo rock ballad about finding a love so powerful their empire could make "the world unite." Her vocals on the track was compared to those of Tori Amos, Jewel, Joni Mitchell and Alanis Morissette.

The song was co-written by Shakira herself along with Dr. Luke, Mathieu Jomphe-Lepine, Max Martin, Cirkut, Raelene Arreguin and John J. Conte, Jr. whilst the production was handled by Dr. Luke, Shakira, Cirkut and Billboard. The song is an uptempo, electro house song built over drums and chants.
